United States Authentication Authorities

Q. Who are the U.S. "Competent Authorities" to issue the Apostille certificate?

A. There are three levels of U.S. competent authorities, one for Federal agencies, one for U.S. (federal) courts, and one for state documents, including documents executed before notaries.

1. Federal Executive and Administrative Agencies: Authentications Office, Department of State, 518 23rd St., N.W., Washington, D.C. 20520, (202) 647-5002 Fee: $5.00. For additional information, call the Federal Information Centre: 1-800-688-9889, and choose option 6 after you press 1 for touch tone phones. Walk-in service is available from the Authentications Office from 8 a.m. to 12 noon Monday-Friday, except holidays. Walk-in service is limited to 15 documents per person per day (documents can be multiple pages). Processing time for authentication requests sent by mail is 5 working days or less. 2. U.S. Courts: Clerks and Deputy Clerks of the Federal Court System. Fee: $5.00.

For the purposes of the Convention, clerks and deputy clerks of the U.S. Courts shall include the clerks and deputy clerks of the following: The Supreme Court of the United States, the Courts of Appeals for the First through the Eleventh Circuits and the District of Columbia Circuit, the United States District Courts, the United States Court of Claims, the United States Court of Customs and Patent Appeals, the United States Court of International Trade, the United States District Court for the District of the Canal Zone, the District Court of Guam, the District Court of the Virgin Islands, and the District Court for the Northern Mariana Islands.

What Signatures can be Authenticated?
 Documents recently signed by any of the following public officials of the State of Connecticut can usually be  
 authenticated without difficulty:
 Connecticut notaries public; town clerks and their duly appointed assistants and deputies; local registrars of vital  
 statistics and their duly appointed assistants and deputies; justices of the peace; judges of probate; commissioners  
 of deeds for the State of Connecticut; clerks, deputy clerks, and assistant clerks of the Superior Court; the  
 Connecticut Commissioner and Deputy Commissioner of Public Health and Addiction Services; the Connecticut
 Registrar and Assistant Registrar of Vital Records; judges of the Superior Court.  
Original Signature Requirement
 Authentication and apostille certificates cannot be prepared for documents issued with photocopied, stamped, or other
 facsimile signatures. If the document you have has photocopied, stamped, or facsimile signature, you must have it  
 re-signed (countersigned) by the public official with his/her original signature. (The only exception to this rule is for  
 certified copies with a raised seal issued by the proper authority of a Connecticut town or the Connecticut Department  
 of Public Health.)
Authentication Certificate
 A certificate that, when attached to a document, certifies that a Connecticut notary, or other Connecticut public official
 whose original signature appears on the document is, in fact, a notary or the official specified. Authentication certificates  
 are also sometimes called flaps, flags, legalization certificates, or exemplification certificates.
 
 Apostille
 A special form of authentication certificate prepared under the terms of an international treaty known as “The Hague
 Convention Abolishing the Requirement of Legalization for Foreign Public Documents.” The Hague Convention apostille
 simplifies the authentication process by exempting documents certified with the apostille at the state level from any
 additional certification by a higher authority, such as at the national or consular level. An apostille certifies the  
 authenticity of the signature certified, and the capacity in which the signing of the official has acted. If the country to  
 which you are sending your document has signed the Hague Convention, it will accept the apostille certificate.
 
 Expedited Service
 Expedited Service is not walk-in, while-you-wait, or same day service. Expedited Service provides for 24-hour
 response to your order, excluding weekends and holidays. Non-expedited orders are usually responded to in 2 to 3  
 days, or sooner, as the workload permits.
    • The fee for Expedited Service is per transaction, in addition to the regular authentication fee. Each authentication
       certificate prepared is considered a separate transaction.
    • Orders for Expedited Service submitted by mail must be clearly marked with the words “Expedited Service” on the
      outside of the envelope.
    • For more information about Expedited Service, please see the Regulations of Connecticut State Agencies, section 3-
      99a-1 to 3-99a-11.
    • Rejected documents will result in the forfeiture of expedited fee.
 
 U.S. State Department
 Countries that do not accept the apostile usually require that your document be additionally authenticated by the U.S.  
 State Department, after they have been authenticated by the Connecticut Secretary of the State. The authentication  
 prepared by the U.S. State Department verifies the authenticity of the certificate attached by the Connecticut Secretary  
 of the State.
 Some countries that do not accept the apostille will allow you to bypass the U.S. State Department and will
 attach additional authentication directly at their consular offices. You must contact the consulate of the country to which
 you are sending your documents in order to determine what authentication procedures you must follow. Many foreign  
 governments have consulates located in New York City that serve residents of Connecticut. Address questions

  Documentos recientemente firmados por los siguientes oficiales publicos del Estado de Connecticut usualmente

¿Que es un Certificado de Autenticacion?
Un certificado que es apuesto a documentos que certifican a un Notario de Connecticut u otro oficial publico cual firma
aparece en el documento especificando que el notario u oficial publico en verdad es un notario u oficial publico.
 
 Apostilla
 Una forma especial de autenticar certificados preparados bajo los terminos de un tratado internacional llamado
 “The Hague Convention”. Apostilla simplemente es el proceso de autenticar documentos al nivel Estatal.  
 Documentos con Apostilla no requieren mas autenticacion adicional al nivel nacional o consular. La apostilla certifica
 la autenticidad de la firma y la capacidad en la cual el oficial publico ha actuado. Si el pais donde va a enviar su  
 documento, a firmado el tratado de la Hague Convention aceptara los documentos.
 
 Servicio Rapido
El Servicio Rapido no es un servicio mientras usted espera o estara echo el mismo dia. Su orden sera echa en 24
 horas sin incluir los fines de semanas o dias feriados. Sl su orden no es por Servicio Rapido, estara lista en 2 o 3 dias,  
 tan pronto el trabajo lo permita.
   • El pago es por Servicio Rapido por transaccion en adicion al pago de su orden. Cada certificado preparado es
     considerado una transaccion por separado.
   • Las ordenes sometidas por correo deben claramente ser marcadas fuera del sobre con las palabras Servicio Rapido
   • Para mas informacion sobre Servicio Rapido, favor ver las Regulaciones de las Agencias Estatales de Connecticut  
     secciones 3-99a-1 y 3-99a-11.
  • Si el documento es rechazado se le retendra el pago por el Servicio Rapido.
 
 Departamento de Estado de los Estados Unidos
 Paises que no aceptan la Apostilla requieren que sus documentos adicionalmente sean autenticados por el  
 Departamento de Estado de los Estados Unidos despues que sean autenticados por la Secretaria del Estado de  
 Connecticut. La autenticacion preparada por el departamento de los Estados Unidos verificara la autenticidad de el  
 certificado adjunto por la Secretaria del Estado.
 Algunos paises que no aceptan la Apostilla sobrepasan el Departamento de Estado de los Estados Unidos estos  
documentos pueden ser autenticados por el consulado de dicho pais. En estos casos debe ponerse en contacto con el  
consulado donde va a enviar sus documentos para determinar que procedimientos debe tomar. Muchos gobiernos  
extranjeros tienen consuladoslocalizados en la Ciudad de Nueva York o Boston que sirven a los residentes de  
Connecticut.
